Hugh is an attorney in the Business & Finance Department. His practice includes completing business transactions with an emphasis on public finance, health care finance, project finance, and mergers and acquisitions.

Hugh is analytical and enjoys structuring complex transactions, whether large municipal finance, commercial real estate, or business or non-profit entities. He excels at listening and empathizing with his clients, often making a point to look at each matter from the client’s point of view. He has guided his clients to successful closings of hundreds of millions of dollars of public finance transactions, acting as bond counsel, underwriters counsel, borrower counsel or special disclosure counsel

In his free time, Hugh is an avid reader who also enjoys an active lifestyle. He can often be found going for walks and completing yard work.

Hugh has extensive financial experience as counsel to major borrowers and lenders on major real estate and credit-based transactions. He has in-depth experience as counsel to municipal, city, state, county, non-profit and tax-exempt entities with regard to public financing, commercial paper, leasing, letters of credit, financial formation and joint venturing. He has assisted health care entities in sales and acquisitions of assets and enterprises. Hugh has also advised the Philadelphia Authority for Industrial Development (the city and county IDB issuer) on industrial development bond matters.

Hugh has acted as bond counsel or underwriter’s counsel for bond issues of municipal entities (authority, state, county, city, school district and township), including the Commonwealth of Pennsylvania, City of Philadelphia, The Hospitals and Higher Educational Facilities Authority of Philadelphia, the Pennsylvania Higher Education Facilities Authority and the Philadelphia Authority for Industrial Development. His duties have included negotiating and drafting legal documents, meeting with underwriters and rating agencies, structuring opinion letters, reviewing feasibility studies, managing due-diligence investigations, and preparing official statements and blue sky and legal investment materials.

Hugh is a member of Philadelphia Bar Association and the American Bar Association. Additionally, he is on the board of his Florida homeowners association.
