Eddie is an attorney in Obermayer’s Business and Finance Department, focusing his practice on real estate transactions, zoning, land use, and related regulatory matters. As a member of the firm’s Real Estate, and Land Use and Zoning team, he counsels developers, property owners, businesses, and public entities through every stage of a project, from land acquisition and due diligence to permitting, development, and facility operation. Eddie represents clients both in transactional and litigation matters.
Drawing on his extensive background in environmental and natural resources law, Eddie provides practical, solutions-oriented advice on complex regulatory and land use issues. Before joining Obermayer, he served as General Counsel for a state environmental agency and as an Assistant Attorney General for a state land department, giving him firsthand insight into government processes and regulatory decision-making.
Outside of his practice, Eddie enjoys spending time with his family, especially outdoors. He enjoys boating, camping, hiking, gardening, playing soccer, and keeping up with his young son. He is proud to help communities through his work, mentoring, and volunteering, including the community where he grew up, Doylestown, PA.
Eddie has extensive experience working with businesses, developers, homebuilders, utilities, mining companies, agricultural businesses, nonprofit organizations, industry groups, municipalities, state agencies, tribal nations, and the federal government, in both transactional matters and litigation. He provides practical, business-focused counsel on complex real estate, land use, environmental, and regulatory matters.
Eddie has provided transactional counsel and litigation representation to a state’s land department regarding sales, leases, land use, and water rights, including substantial representation on the novel issue of state title to the beds and banks of navigable streams.
Serving as General Counsel for a state’s environmental agency, Eddie was a member of the agency’s executive leadership team, helping manage all aspects of the agency and its $250MM budget, as well as overseeing all legal support.
Eddie helped draft and pass a state’s new surface water protection program into law, providing greater stability for the regulated community amid the shifting scope of federal Clean Water Act jurisdiction. The program ultimately received support from homebuilders, ranchers, mining companies, municipalities, and the state’s Department of Environmental Quality.
Eddie also served as executive sponsor and principal drafter of a state’s Environmental Permitting Handbook and its separate Environmental Compliance Handbook, creating resources that promote efficient permitting and effective compliance for both regulators and the regulated community.
Eddie has served as a Big Brother Mentor with Big Brothers Big Sisters for more than 10 years. He has served as an Executive Council Member for the Environmental and Natural Resources Section of the Arizona State Bar Association and as an Arizona State Bar Educator for new attorneys. He has been recognized with awards from the Arizona Department of Environmental Quality and served as host of the agency’s celebration and awards ceremony for several years. He also received the Arizona Attorney General’s Office Emerging Star Award.
