Hillary Moonay Plays Integral Role in New Pennsylvania Child Custody Law
On March 23, 2026, Hillary Moonay, partner and co-chair of Obermayer’s Family Law Department, joined Governor Josh Shapiro at the State Capitol for a ceremonial signing of Act 11 of 2025. Moonay was instrumental in the development of this new law, assisting with the specific language of the bill and testifying before the House Judiciary Committee to support its passage.
The legislation, which received bipartisan support in both the Pennsylvania House and Senate, changes the landscape of custody in the state by streamlining the factors judges consider in child custody decisions. By reducing these factors from 16 to 12, the law aims to make the process more efficient for families. Originally signed by the Governor on June 30, 2025, the law became effective on August 29, 2025. This recent ceremonial signing highlights the importance of the update to the Pennsylvania Domestic Relations Code.
