Evan is an attorney in Obermayer’s Litigation and Government Contracts Departments. He guides clients throughout the entire lifecycle of their federal contracts. Evan helps clients achieve their business goals by providing them legal counseling that allows them to navigate the complex legal requirements related to federal contracting.

Evan represents government contractors, helping them either access public information that is held by the government or, helping them safeguard trade secrets and confidential proprietary information from public disclosure.

When not working, Evan competes in road races, running everything from 5ks to marathons. He qualified to be a member of Marathon Maniac’s by completing three marathons in 90 days. Evan is also into Jeopardy and any quiz show where his bank of useless knowledge becomes useful. Evan is a big Penn State Football fan, who also follows international soccer on the weekends. In his free time, Evan also enjoys spending time with his infant son, taking his Labrador retriever to the dog park, reading, discussing, and studying U.S. politics and history.

Prior to joining Obermayer, Evan worked as an award-winning government watchdog for the Department of Justice Office of the Inspector General where he audited, investigated and reviewed Department of Justice programs contracts and grants in order to combat fraud, waste, and abuse. Resultantly, Evan came to recognize that complying with Federal requirements is like walking across a minefield and individuals and businesses need counsel from lawyers that have an insider’s perspective and can “think like a Fed”.

Prior to working for the Department of Justice Evan worked as a management consultant for Booz Allen Hamilton, a management and information technology consulting firm. Therefore, he understands the impact that shifting regulations have on the client’s bottom line and business processes.

In his prior experience, Evan has responded to Freedom of Information Act requests (“FOIA”) at the Department of Justice OIG, and has drafted requests as a political opposition research director and therefore understands how to tailor record requests to meet the client’s business requirements as well as how to protect proprietary information from public record requests.

Evan’s professional accomplishments include:

  • Department of Justice Inspector General’s Award for Distinguished Service
  • Council of the Inspectors General on Integrity and Efficiency Award for Excellence. Evan won a government-wide award for a review of a federal law enforcement agency’s undercover operations.

Evan’s volunteer work includes:

  • Developed white papers for best practices for privatization of resources and performance measurement for Corey Booker’s 2006 Mayoral Transition Team’s Government Operations committee.
