Alina is a member of the Obermayer Health Law Department. As a health law attorney, she represents Pennsylvania Counties in connection with their role as the Primary Contractor for the Behavioral Health HealthChoices Program, advises healthcare providers on negotiating and drafting contracts, and advises healthcare providers, manufacturers and vendors regarding regulatory compliance, including the Health Insurance Portability and Accountability Act or HIPAA, the state and federal Anti-Kickback Statutes, Stark Law and the False Claims Act.

Alina makes a point to be well-informed on ever-changing federal and state regulations. She actively participates in the education of clients on healthcare compliance and co-authors for the firm’s Health Gurus blog. She also brings a unique set of skills to her clients ­ she is fluent in Russian, professionally proficient in Ukrainian, and a certified interpreter and translator.

Alina stays current with global events by reading newspapers and online articles. In her spare time, she enjoys traveling and exploring different countries and cultures. She also takes social dance classes to stay active and meet new people.

Alina’s legal experience includes the representation of healthcare providers, manufacturers and vendors in regulatory compliance matters, including the Health Insurance Portability and Accountability Act or HIPAA, the state and federal Anti-Kickback Statutes, Stark Law and the False Claims Act. She is also experienced in advising health care clients  on negotiating and drafting contracts.

Prior to joining Obermayer, Alina gained a wide range of legal experience in representing plaintiffs in disputes against life insurance companies, and preparing and reviewing documents for pending litigation in a healthcare fraud qui tam action.

Before becoming an attorney, Alina spent 7 years working in the healthcare industry. This experience provided her significant exposure to Medicaid and Medicare regulations and enhanced her understanding and practical application of the rules from the provider’s side. In law school, Alina completed the Health Law Concentration Program with honors. 

Alina was included in the 2023 Pennsylvania Rising Stars® list.

Alina keeps abreast of ever-changing federal and state regulations and shares this knowledge with her clients in writings, presentations, and other means. She is a regular contributor to Obermayer’s Health Law Gurus blog.
