William J. Leonard is a partner with Obermayer Rebmann Maxwell & Hippel LLP. He is a member of the Litigation Department and is chairman of the firm’s Recruiting Committee.
Mr. Leonard has comprehensive experience in complex commercial disputes, where he serves as trial and appellate counsel. As Chairman of the firm's Recruiting Committee, Mr. Leonard is responsible for law school recruiting and lateral attorney hiring. In four of the last six years, Mr. Leonard has been named one of Pennsylvania’s “Super Lawyers,” an honor bestowed on 5% of Pennsylvania lawyers, in both Philadelphia Magazine and Law and Politics Magazine, “Pennsylvania Super Lawyers.”
Mr. Leonard received his Bachelor of Science degree in business administration from Drexel University, Philadelphia, where he was awarded the Royal H. Gibson Scholarship for academic achievement and leadership and the Beta Gamma Sigma Business Honor Fraternity Scholarship. He obtained his Juris Doctor from the Dickinson School of Law, Carlisle, PA, where he was a Law Review writing competition winner and a selected member of the Appellate Moot Court Board for his outstanding written and oral advocacy skills.
Mr. Leonard is presently Vice Chairman of the Board of Directors of the Pennsylvania Intergovernmental Cooperation Authority (PICA). PICA is a Commonwealth-created authority empowered to review and approve budgets and five-year spending plans of the City of Philadelphia. Mr. Leonard is the longest tenured PICA Board member, having served since 1998. He was last appointed by Republican Speaker of Pennsylvania’s House of Representatives, Dennis O’Brien. His recent reappointment came through new Democratic Speaker of the House, Keith McCall. Mr. Leonard also serves, by appointment of the Montgomery County Commissioners, as Treasurer of the Board of Directors of the Montgomery County Development Corporation. He is also a member of the Whitpain Recreation Association, a community non-profit, which runs intramural sports programs in the Blue Bell area for thousands of children, ages 7-16.
Mr. Leonard is the father of six children. He is a member of the American, Pennsylvania, Philadelphia and Montgomery County Bar Associations. He is admitted to practice in the Pennsylvania Supreme Court, the U.S. District Court for the Eastern District of Pennsylvania, the U.S. Court of Appeals for the Third Circuit and the Supreme Court of the United States of America.
