Louis B. Kupperman is a partner with Obermayer Rebmann Maxwell & Hippel LLP, and a member of the firm’s Litigation, Business and Finance and Regulatory, Administrative and Gaming Departments. He has more than 25 years experience in complex federal and state court trial and appellate litigation, real estate development, corporate and business law, project finance, and administrative and regulatory law.

Mr. Kupperman received his Bachelor of Science degree from Fairleigh Dickinson University, Madison, NJ, and was awarded the University’s Distinguished Alumnus Award in 1983. He received his Juris Doctor from Brooklyn Law School, Brooklyn, NY.

Prior to entering private practice, he served as a judicial law clerk to Judge Jacob Kalish and Judge Eugene Gelfand of the Court of Common Pleas of Philadelphia County and as corporate counsel to Health Corp. of America.

Mr. Kupperman has served as Pennsylvania trial counsel for the nation’s largest petroleum producers and refiners, and as regulatory and litigation counsel to numerous national and regional builders and real estate developers, and the nation’s largest publicly - and privately - owned industrial manufacturing companies.

In addition to his state and federal court litigation experience, Mr. Kupperman regularly represents a wide variety of public and private clients in complex business and real estate transactions, and in commercial, industrial and municipal project financing, siting and permitting. He also provides project development representation and counseling for public and private clients involved in the siting, financing, permitting and operation of resource recovery, cogeneration and municipal waste facilities. Mr. Kupperman also represents private and public clients in regulatory takings cases, including inverse condemnation proceedings involving the environmental impacts of public projects and hazardous waste contamination, and in First Amendment and Civil Rights Litigation.

As lead counsel for several national mining and quarrying companies, and as lead trial counsel for the City of Harrisburg, Mr. Kupperman has also been extensively involved in environmental enforcement litigation and administrative proceedings involving solid waste regulation and aggregate, mineral and limestone mining operations throughout Pennsylvania.

Mr. Kupperman is a former chairman of the Real Estate Litigation Committee of the Philadelphia Bar Association, and has published and lectured on real estate matters for the Pennsylvania Bar Institute. He is also a member of the Pennsylvania and American Bar Associations and is listed in Who’s Who in America, Who’s Who in American Law and Who’s Who in the World.

Mr. Kupperman is admitted to practice in Pennsylvania, the U.S. District Court for the Eastern and Middle Districts of Pennsylvania, the U.S. Court of Appeals for the Third Circuit, and the U.S. Supreme Court.
