In addition to his work in the Business and Finance department, Mr. Cotter also participates in the Health Care Practice Group, which provides representation to physicians, group practices, surgery centers, durable medical equipment companies, providers, MSO’s and long-term care facilities.  The Health Care Practice Group provides representation in connection with compliance with federal and state laws and regulations and third-party payor requirements, contracts with third-party payors and managed care organizations. 

As an associate participating in the Health Care Practice Group, Mr. Cotter is also involved with work related to HealthChoices, a Medicaid based behavioral health managed care program administered and operated by county governments.  The Health Care Practice Group represents numerous County HealthChoices Programs, and they have been involved since the Program’s inception.  This representation includes contracting, corporate and business structure issues, compliance with federal and state health care laws and regulations, dealing with managed care organizations and providers.

Mr. Cotter earned his Juris Doctor degree from Temple University School of Law.   He received his Bachelor of Arts degree, cum laude, in Philosophy and Journalism from Washington & Lee University, Lexington, VA.

Mr. Cotter is admitted to practice in Pennsylvania and New Jersey.
