A partner in the Litigation Department at Obermayer Rebmann Maxwell & Hippel LLP, Richard R. Harris has comprehensive litigation experience in white-collar, civil, criminal defense, general liability, corporate and complex civil litigation, and education law.
As his primary practice, Mr. Harris represents individuals and corporations in financial fraud matters, securities law violations, cyber crimes, and corporate tax disputes. He also has extensive experience conducting internal corporate investigations for public and private business concerns. Some of Mr. Harris’ significant representations include:
- Defends colleges and universities in higher education cases.
- Defended an outside director of a public company in a breach of fiduciary duty action brought by shareholders.
- Defended corporate officer in a bankruptcy fraud matter.
- Defended a regional entrepreneur in a municipal tax dispute.
- Defense counsel in a major embezzlement case.
- Defended corporate officer in an international pharmaceutical cyber crime case.
- Represents international concern in a civil RICO matter.
- Represents the director of a multi-million dollar non-profit organization in a federal civil and criminal fraud investigation.
- Represented campaign workers and public officials in a state political corruption probe.
Mr. Harris’ trial practice experience is diverse and extensive. He has tried more than 200 jury trials in state and federal courts. He is recognized as a leading authority on trial advocacy, and has frequently appeared on Court TV and Comcast’s “It’s Your Call” as a legal analyst. Mr. Harris also represents universities, municipalities, and federal authorities in civil rights disputes. Recently, Mr. Harris successfully defended a Federal Bureau of Prisons physician in a multi-plaintiff civil rights action.
Mr. Harris’ professional and civic activities are as diverse as his law practice. He was appointed by Philadelphia Mayor Michael Nutter to the Prison Board of Trustees. Mr. Harris has been selected to District Attorney Elect Seth Williams’ transition team. Mr. Harris has been appointed to the Executive/Administration and Economic Crimes Subcommittees. Mr. Harris currently serves on the Pennsylvania Bar Association’s House of Delegates and the Philadelphia Bar Association’s Board of Governors. He also co-chairs the Minorities in the Profession Section of the Philadelphia Bar Association. Mr. Harris teaches a continuing legal education course in the areas of trial advocacy and federal grand jury practice.
Mr. Harris received his JD from the University of Pittsburgh and his BA from the University of Maryland where he was an NCAA scholar-athlete in football.
